Zhong Kui catches and subdues ghosts
Zhong Kui acts in the living world as a demon queller and household protector. His image is hung to repel evil and restore order, and in art he is active and mobile, often shown hunting or commanding spirits. His story is told in the origin of Zhong Kui.
Yanluo Wang judges the dead
Yanluo Wang (閻羅王) is the ruler and judge of the underworld, usually called the King of Hell. Wikipedia explains that the Chinese figure descends from the Buddhist Yama, who is in turn based on the Vedic god, and that in Chinese belief the title was at first a position in the celestial hierarchy rather than a single individual.
From the Tang dynasty a Daoist-influenced scheme made him the fifth of ten kings who each govern a hell, though he remains the most famous. In a later popular version the judge of the dead is usually the upright Song dynasty magistrate Bao Zheng.
Different origins
Yanluo Wang belongs to the Buddhist and Daoist system of the afterlife and has an Indian ancestor. Zhong Kui has none; he grows out of Chinese folk legend, the dream of Emperor Xuanzong, and the painting tradition that followed (Wikipedia).
How art shows them
Yanluo is the figure at the desk. A 1919 Japanese hanging scroll at the Met, Tomioka Tessai's Hall of Enma, the King of Hell, shows the king seated at his desk while a ghoul holds up a mirror that reveals a sinner's misdeeds (The Met). The scene is judicial and still.
Zhong Kui, by contrast, is in motion: traveling at night, drinking, or escorting a wedding procession with a sword and a retinue of small ghosts. See Zhong Kui in classical art.
A simple distinction
A practical way to remember the difference: Zhong Kui catches ghosts that trouble the living, while Yanluo Wang judges souls in the underworld. Some retellings link the two, for example by having Yanluo Wang name Zhong Kui a king of ghosts, but their religious and narrative functions are not interchangeable.
